In the realm of the dead - the Shinigami realm (Shinigami being the Gods of Death) - there are notebooks that control the Shinigamis' power. These notebooks, should one write a name and picture the face belonging to that name, will kill a person, via heart attack or any cause of death specified.
One Shinigami - Ryuk - drops the note into the human realm, which is found by Yagami Rai (Light Yagami in English). He uses it to punish criminals and wrong-doers in a misguided, mildly psychotic way of creating a better world. The power eventually gets to his head and he goes on in a rambling speech to Ryuk to say that he is "creating a better world" and that he will "be the god of this new world".
Authorities around the world begin to get concerned that felons are dying from heart attacks, with no actual evidence, so they call in the world's greatest detective, L.
