It's Suiseiseki and Souiseiseki from Rozen Maiden, they're actually tween sisters. Souiseiseki actually has shorter hair.

Rozen Maiden is pretty good but if you are expecting that god damn desu meme then look elsewhere its not really a comedy it has its funny moments but it is more of a drama with supernatural and action sides as well

I watched some and have read a few of the manga. I give it about a 5-6/10 if you like that sort of thing. Dolls fighting each other to become 'the perfect little girl' and basically stealing each others souls.
