I fail to see Great Saiyaman's value to the story...

He wanted to be a hero without being noticed.

it was gohan trying to fit into society yet still be the hero he was raised to be. it was basicly to show how out of place he was

I know that. But was it a filler? Because it doesn't seem to add much to the story. It's just like a mini arc of some sorts. The Great Saiyaman plot was ditched after the World Tournament mostly.
I mean, nothing would have been lost if that little thing had been scrapped.

I think it served a few purposes.
--Got Videl involved with the Z-fighters
--Showed more of Gohan's character, including how socially inept he is and how he apparently took any male figure as a father-esque figure in absence of his father during his childhood (I mean, really, Saiyaman screams Ginyu Force)
--Showed how different the character in this time line were from the ones in the alternate timeline Trunk's came from
--Gave Gohan a reason to be forced to enter the World Tournament (which usually Chichi would have forbidden) and therefore a way to reunite the rest of the Z-fighters with Goku for a short bit
--Spread dismay and chaos among those of us whose favorite character was Gohan

well thats what side arcs are, at least to me, an oppertunity to build who the character is a little better. its like the reason theres to aru kagaku no railgun. there was a fan favorite character that the creators wanted to expand on so they made an entire anime about them. in dbz we alreadyknew about gohan but to put him in the leading role we neded to know more about him as a person outside of the big battles
