The Japanese Government throws money at civil engineering projects and they have monopoly standards on them. The artificial riverbanks in Japan are just one of the many projects that show for it. Almost every river going through an urban area in Japan has the same exact design and engineering principles put behind it.
This is also why Japan rebuilds roads so goddamn fast after natural disasters. It does cost them a lot to do though.
