I remember the story my friend told me behind the dub for this one.
"The creators made this scary anime, and when it came here they didn't really send any translation scripts, just told the actors "Go nuts", and they did. It's hilarious."
well you were not wrong but you did leave out a cruial thing. The original was rated so bad that when it was sent to be dubbed, the creater just said " **** it, just have fun" and so they did.

They didn't localize them, they americanized them. Different concepts. Localizing is making a show make sense for another culture, while americanizing gets rid of any foreign material entirely.
American humour doesn't translate well into Germanic cultures, and it's 50/50 for Latin cultures. The UK will accept it if it's self depricating enough for the US. Also Scotland, Wales and Northern Ireland like having a good laugh at England.
