If I ever controlled a country, I would not use war to solve disputes.
I would use football (soccer to the US)
I would have a team of professional football players that are paid to play only is sport "wars", and perhaps other countries would have that as well.
The losing country has to sign a treaty promising not to do whatever we went to "war" over again, or to ignore whatever the winning country is doing that caused the "war".
I'd have a force thats only job is to protect the country from outside attacks, and never to attack anyone first.
