I was confused for a long time until I finally realized that the ambiguity was purposeful.
his/her/it's voice and looks are meant to emphasize one gender over another, because envy has to be able to emulate BOTH male and female persons. It is a basically a way to emphasize its ability while while in human form.

Envy doesn't have a gender technically speaking, Envy is that giant beast-thing made with the philosophers stone. however, Envy is almost always seen in the "male" form which you see now. He can be a woman(seen when he turning into Hughes wife) but would prefer being a male...
