Both yes and no, had it been all about getting sasuke back that also would have been dragged out to much and boring, and with only the world saving bit it also would have been lacking, combining those two made something better than they would have been if there was only 1 of them.

Yeah, Kakashi was Hokage, but we don't really get to see him as Hokage. The last couple chapters of the manga was a 15 year time skip. It showed that Kakashi was Hokage for a good portion of that time and then resigned, which lead to Naruto becoming the 7th Hokage.
