When Tite Kubo showed Bleach to Shounen Jump it was rejected for being too similar to Yu Yu Hakusho, Akira Toriyama, creator of Dragon Ball, then wrote a letter of encouragement to Kubo. Thanks to Toriyama’s importance at SJ, Bleach was accepted for publication a short time after in 2001. Sneaky prick.

Anime has to be made in Japan or by mostly Japanese to be classified as Anime. Everything else is Animation or Cartoons.

Technically it's an abbreviation for animation. So a cartoon is anime, but anime isn't necessarily a cartoon. although it can be.

Does the person have to be Japanese?
if a solo artist or team makes an episode on holidays, is it not animé, while the other episodes are?
If an American cartoonist or team of them goes on holidays to Japan and makes an episode, is that animé while the others aren't?
What about Japanese people who make cartoons outside of Japan, but in that style?
It would be indistinguishable from animé.
Or Americans making cartoons in Japan, again, indistinguishable form American cartoons, but it comes form Japan, so by that definition, it's animé.
Where's the cut off line, and more importantly, if it really is that vague, why bother?

All I know is that  anime used to be just a Japanese word refering to any animation over the years it changed to the def I gave in my last comment.   
   
Personally I think it an anime is something that comes only from Japan and Japanese companies, Monty Oum was part Japanese yet his work wasn't classified as an anime. I'd say an anime is an anime if it is produced by a Japanese animation studio like Bones, GAINAX, Madhouse, Pierrot, Nippon, JC Staff, Shaft, Toei, Kyo Ani etc. But again that's just my opinion.

Like I said how am I supposed to know, just my opinion again they probably wouldn't be classed as anime if the company was in America, most American companies don't produce anime-style animation so even if the Japanese bought the company they'd probably continue producing the shows/cartoons the studio was producing already. I don't know any anime animation studios in America but there's surely got to be more than one Japanese person working at ordinary animation studios, still doesn't make the cartoons anime.

Tl;dr my educated guess would be that only shows animated in Japan would be classed as anime, even if you had a Japanese team producing in America.
