If you don't have the seat belt strapped the airbag deploying might cause more damage than it would mitigate. At least at low speeds.
I'd imagine it results in less lawsuits manufacturers being able ta blame the driver for not using the belt rather than the driver suing them because they got injured from the airbag instead of the collision.
