nope.
Dolphins are an extremely delicate specie
they can only stand waters at certain temperatures, acidity and cleanliness. Conditions that would change dramatically in any cataclysm.
whatever wiped us out, would wipe them out too.
and I hope you're joking about the telekinesis part...

even so, is still unlikely aquatic creatures would evolve sentience.
We still don't even know if other creatures can evolve sentience, or if we're the product of unique evolutionary conditions.
it's all speculations at this point.
