I went to visit some relatives in Iowa, and got to stay in their house.
They lived in a pretty small city, and had to do this because of
something that had to do with their city sewage treatment (subpar

then also back up and put them in yet
another separate bin.
hte thing in hotels in Cyprus, Spain and Greece, but the scoop thing came as a
complete shock and I thought she was joking.
Could some American shed some light on this? How prevalent is it?

Several European countries, including Cyprus which i frequently visit, require you to throw out your toilet paper rather than down the toilet. This is because of the sewage systems, the pipes are old or it's a septic tank and it takes too long for the toilet paper to break down so they just throw it out instead. It's not only in Europe though, lots of people who own cottages have to throw away their TP too.

In Crete they throw TP in a trash-bin, because they have the oldest sewage system in the world. It's so old, that TP can get caught in the sewage pipes made of stone, or it can rip pieces of the stone.

Not the poop scooping part, but my grandmas house in Massachusetts had a septic tank and she asked that you put the dirty tissues in a bin rather than flush it and clog everything. No idea if it actually clogged or not, or whether she was just overly cautious.
