Look, overall the PC is a superior system hardware wise.
BUT, there are many games made for console, that are better played on console.
If you're a hardcore gamer, then you have a gaming pc AND several consoles, if you think you're a gamer and you only have a PC, then you don't know **** , ***** .

******** unless its a horrendously bad port the game is better on PC because PC has more power and you can select the control method that works best
playing a racing game? break out the controller
playing an fps? mouse and keyboard all the way
flight sim? damn where did i put my joystick

GTA:SA was horrible to control on the pc, even with a mod that maps to an xbox controller

What he means to say is that some games are specifically developed and optimize for consoles, not PC. A "console port" is an example of something that would generally be "better" on a console and worse on a console. A quick example off the top of my head would be Skyrim's UI, which is terrible for PC-based controls, and overall, sucks. But with SkyUI, it can be remedied. You can get further in-depth with jargon about CPU cores and threading, but that's all too complicated to discuss.
