Different things. The dev team is like the creative mind behind the process, making decisions on stuff like game content. The programming team is the group that codes everything and puts the dev team's thoughts into reality. Usually they'll overlap, though.

Sort of. Like I said, they overlap, so a lot of devs will also program, and a lot of programmers will also dev.
