The torch is just an attachment for their other lasers.

With a 2 Watt Arctic:
-If you shine it directly in someone's eyes, it could literally cause the jelly in their eyes to turn into gas fast enough to cause their eyes to explode
-seeing the reflected dot on an opaque surface (non "reflective" surface such as a normal wall), can cause you to go blind before your eye can instinctively blink and close (.25ms blink reaction).

-since its not marketted as a Laser Pointer (anything over 5mw isn't legally allowed to be sold as such, due to ability of it to cause accidental eye damage before the blink-response sets in), it is legally allowed to be sold less regulated as a cutting laser. The main restriction on this are that there has to be a safety mechanism to prevent accidentally setting it off and blinding people.

-pointing any laser at an aircraft will get you arrested, since it is a felony to distract aircraft pilots. If the pilot phones it in, government satelites will pinpoint the location it was used from and an officer will be dispatched to arrest you. This is not a myth, you and your buddies accidentally shoot a laser pointer at an aircraft, and you can expect a cop to show up within fifteen minutes.

-pointing a laser at a police officer is illegal in most states as well, however pointing it at civilians or animals is not -directly- prohibited (you will still be charged with other things if they get injured, but its not inherently regulated)

What I expect to see: a criminal purchases a $500 arctic 2watt, carries it into his robbery or whatever, and with a quick swipe of his wrist blinds every single person in the room with their eyes open (he will obviously wear protective eye gear). Police officers dispatched without protective eyegear will instantly be blinded as well, allowing him to get free. Cop following him? Just shine it behind him. Instantly blinded. Sunglasses won't do **** . Cheap infallible crime multitool, and it can burn out cameras as well.
