Arizona Fag here and I also no a little about the zoning laws in the state. In a lot of neighborhoods around where I live, the meters are in little alleys, between houses used for Public access. all the meters are connected to this area so that the meter readers can get in check everything and then get out fast. I'm assuming, if this story is real, the public access alley had some thick bushes and she walked through on accident assuming it was leading to the alley.

Best bet, the girlfriend probably told the meter reader to just go on through, and the guy didn't know. As far as I know, they can't just come climbing through some bushes, but I'd imagine if the gate was open then they can legally enter, since their company's equipment is back there and it could be treated as implicit permission. But if she did open the gate or whatever and come in without explicit or implicit permission, then she was trespassing.
