I was watching the Ergo Proxy dub, since I had heard it was pretty good, and I was really enjoying it. The voices matched the characters well, and I loved Iggy's totally gay voice, but then there were two random soldiers chasing Vincent who sounded like their VAs were just some prepubescent middle school boys who were promised ten dollars if they read some lines into a microphone. Is it that hard to find good extras?

Yes. and money is the reason, but not how most people think. Most like to think that western VA's are only in it for the cash, but most hopefuls who are only entertaining for cash see VA jobs in general as a dead end, and even more see foreign show voicing as a spike trap, causing most of them to not even bother. Most VA's here do it as a job of passion, barely making enough to get by. Of course, with any rule, there are exceptions, but this is the common thing. It is hard to find people who are good and will try for this reason.

TL;DR Most dubs will be crap, or have bad moments until the mentality concerning VAs change

For dubs? Kind of, kind of not, as not many people want to work on dubs and the ones who do aren't the best.
