This happened once.
It did not work. (Although at the rate things are going, they might make a second attempt at it.)

*sigh*
The government can't do jack **** to create jobs, it can only stop restricting job creation. When the government employs people, they are funded by tax payers money. When you tax people, you decrease aggregate demand and jobs are destroyed. Employment for the sake of employment is absolutely retarded. While roads and bridges do have a net benefit thus justifying a small tax, they should not be built buy publicly financed workers but instead built by private contractors from a competitive market. Let's not make FDR's same mistake which extended the depression far longer than it needed to be. When government interferes in the market with its precious monopoly of force, it almost always falls to its on clumsiness and does more harm than good.

inb4 it was a joke

Semi-related but I've thought up something that I feel could easily rebuild the USA's infrastructure while still giving businesses a reason to do so. Warning, incoming huge wall of text.
I've heard that there's a law that allows businesses (both construction and regular corporations) to earn tax breaks or write offs for building brand new buildings on new land (i.e. farm land, plains, woods, any land that's never had a building put on it) but none for renovations. I think this law is not only outdated but many businesses I've noticed are taking advantage of this profusely to get out of cities and into countrysides or suburbs where technically there really shouldn't be many jobs. By doing this they waste environmental space and pollute the earth even more. My idea is to REVISE this law, so that it's not only up to date, but it helps in more ways than one. What I'm saying is, businesses should no longer earn tax breaks for building new buildings, they should earn them through renovations or building on existing land (i.e. parking lots, or recently demolished buildings). The only con through this idea is businesses may have trouble expanding, but I think of it this way, if you have the money, and the risk of losing business is low, then you can build a new building, BUT businesses can still expand through buying vacant lots and renovating them throughout the USA. This improves infrastructure, creates jobs, brings business back to cities, and not suburbs, helps the government in funding road construction (considering it's just a mega renovation project), but more than anything, this helps businesses update more frequently to stay with the times in terms of technology and culture.

They do all the time it's called pork barrel spending. Senators often do it to get elected a second term. Look up Alaskan roads to nowhere.
