Okay, so let's start with the word "high". When under the influence of psychedelics and other mood and perception altering drugs, people generally feel excessively happy or "giddy", which in terms of emotion is synonymous with high. As a result, "high" has come to refer to a state of drug induced happiness and, by extension, bad judgement, now most commonly associated with the (generally) illegal drug Marijuana, or "weed", derived from Cannabis sativa. Mobilebull's comment, "admin is high", refers to this terminology in the sense that he has made bad judgement.
The association of 420 with "weed culture" has an extensive backstory that I will not go into now, but the simple explanation that the number is associated with said culture. The overall joke here is that the roll would have been more impressive had the picture, followed by a reference to drugs, itself been a reference to weed. I'm assuming you get the joke on how the rolled picture relates to the current situation, but if you don't, please inquire with my ass. Otherwise, I hope that clears everything up.

Most of the time anyone who mentions name color gets thumbed down because nobody should actually give a **** about that. We don't judge people based on their color, only their actions.
Google actually did a good ******* job. They understand the concept of "Less is More". It's why symbols and buttons are made simpler these days. At least it's now clear to me they don't know what the **** they are doing on FJ.
I'm sure there is a LOT of thinking and research behind it, by I think it's because younger generations can associate with google better because the people that get in touch with tech and Internet get younger and younger each year.
It's fun for the young and the adult don't give that much of a **** and know what it means.
