The state that has its name now is one of the half of the states in the Mexican Republic that still has a Normal Rural, a 99% free school (you pay 25 pesos or 1,4 dollars each semester) for elementary school teachers who go to the rural places from all the repoublic to teach in those far away places that no one wants to go.

I was in a Normal School so i can truly say that the goverment holds a lot of responsabilty, and because these schools are under constant danger of dissapearing in favor of private schools, the "rebelion" fase and face has to be mantained in order to the poor ones to have a chance of studying.
