Harry Potter reference.

Scabbers is actually Peter "Wormtail" Pettigrew, the man that originally gave the Potter family to Lord Voldemort. Friend of the family Sirius Black wanted revenge on Peter and attacked him that same night. Finding only a finger after the attack, Sirius assumed he successfully destroyed Peter. Actually, Peter had turned into his rat form and went into hiding. Peter never changed back into human form because he is one of many shapeshifters who require the assistance of a wand to do so. Scabbers was taken into the Weasley family as a pet and given to Ron when he came of age.

Ron's parents supposedly found Scabbers on the same night as when Harry's parents died, and that is "weird" because that rat became a rat that night because he caused the aforementioned death that night.

Just one correction: Peter doesn't need a wand to turn back and forth, it's just that people can use a wand to create an effect that forces him to be human. A wand is also required to remove this effect. If there is no spell stopping him, he can change back and forth at will, like Sirius.

Sirius can indeed change at will, but certain animagi REQUIRE the assistance of a wand to change between their human and animal forms.

Think back to the Prisoner of Azkaban movie... soon after Lupin turns into a werewolf in front of the Womping Willow, Peter holds a wand to his own forehead, Harry gets it out of his hands with Expelliarmus a second too late, then Peter waves and shrinks back down to a mouse. If he could change back and forth at will, then he would have no reason to point a wand at his own head if his intention was to transform into a rat and flee.

I say again "a wand to create an effect that forces him to be human. A wand is also required to remove this effect." In the scene you are referring to, Peter is removing the aforementioned effect placed upon him by Lupin. This is what the books say, though I can see how you might come to that conclusion by how the movie presents it.

Want proof I actually read all seven? Here are a few fun facts that I remember off the top of my head:

Book 1: Dudley Dursley was actually blonde.

Book 2: When Harry tried to open the Chamber of Secrets, he shifted from side to side as he looked at the snake on the facet, trying to make it look as though moving so he could trigger his parseltongue.

Book 3: The potion that allows Lupin to retain his mind in werewolf form tastes terrible and is nullified with sugar.

Book 4: At the Quidditch World Cup, there is a tomato-nosed female house elf that is saving the seat of a wizard that never shows.
Book 4: Also at the Cup, Harry buys an elaborate camera-like device that can zoom in, slow down what you see, and even display text onscreen.
Book 4: Hermione spends a large amount of the books focused on house elf rights. She even waves a box in several students' faces trying to collect money for elf rights.

Book 5: When Harry went to the Room of Requirement to hide the Half Blood Prince's potion book, he ran into the divination instructor, Professor Trelawney. She was trying to hide a bag of rubies.
Book 5: In the Room of Requirement's hidden item layout, Harry saw the Diadem of Ravenclaw without knowing what it was at the time.

Book 6: Neville Longbottom brought a cactus on the train to Hogwarts. It was covered in puss-filled warts that exploded and covered himself and the main three.
Book 6: It was actually Nymphadora Tonks that rescued Harry when he was paralyzed on the train headed back from Hogwarts.
Book 6: Liquid Luck is supposed to be gold in color.

Book 7: Mr. Lovegood's house contained the volatile horn of a large animal that exploded when the Death Eaters arrived.

Here's a full page on animagi:

"Once the initial training is over, an Animagus can change at will, with or without a wand." Peter never finished the arduous training and therefore requires the assistance of a wand to transform.

Everyone knows that Lupin did indeed force him out of his animal form:
"There is a particular spell which creates a blue and white flash that will force an Animagus out of its animal form. Remus Lupin and Sirius Black once used it to force Peter Pettigrew out of his rat form. This spell could possibly be the Homorphus Charm that Gilderoy Lockhart claims he used on the Wagga Wagga Werewolf to force him into his human form."
This spell is what I like to call a "go" spell; its effects are instantaneous and have no duration, much like Expelliarmus. Peter did not have a charm/curse on him that needed removal, he simply needs a wand to transform, be it by his own doing or someone else's.

I actually read all seven books, so I don't believe you, and I know for a fact that certain animagi require the assistance of a wand to transform, namely those that do not finish the animagus training.
