He was referring to you not having to spend a thing, he is working on the assumption that you're american. Second of all I believe he meant that what they are doing is irrelevant, they would still be paid either way no matter what they were ordered to do, who knows maybe it was of their own initiative to get a cool video. But I think the point he is making is that tax dollars are not being wasted in the sense that a separate fee needed to be paid to teach them such a movement.
Britain is Scotland, Wales, England, and overseas territories, NI is part of the UK. Of course tax is needed to fund soldiers, along with bank money ( at least here).
But something as simple as making a waving motion like that costs nothing, other than time.
