That's because it only plays during the Elder Scroll time travel scene. There's a very common bug with that part though that causes the song not to play.
When you play, type into the console "addmusic 0010486c"

It doesn't have to be the main theme. It's not the Skyrim main Theme, or the Mass Effect 3 main theme, or any of the main themes except Dishonored.

I assumed by "not honor for all" he meant that the theme as I described it is or should be thought of as honor for all.

Like I said before, debating the quality or merit of music isn't going to go anywhere. It's subjective.
You're trying to tell me a song that I like is bad, Music being one of the most subjective thiings we know, and I am the stupid one?
Regardless of what you believe in my song selection, what you just said is ridiculous. I get that you are a big fan of Destiny and it's soundtrack, but try and think it out before you type something.
