Ow hell yes, there aren't enough games where you play as a real villian and not some anti-hero. Yeah sure some games let you choose between good and evil, but there isn't really a game where you're from start to finish an evil son of a bitch.

Sure, but in order for it to work, you would have to spend about as much as they did on the last gta, and I don't think any company wants to risk that much on a superhero-game, even though Batman is very popular.

Another option to escape arkham would be to volunteer for the "suicide squad" (Look it up). Then you can do a mission and get out for free.

and of course it will never be. because the people who own the rights to batman and co would never make something like this, and you couldnt kickstart it because of the afformentioned holders of rights. course you could always do the concept with a new IP, make new villains and a new hero/sub-heros to do it, with a similar dark/light comedy theme of batman. or maybe an IP people dont care as much about nowadays. like spawn. and have 3 factions, demons, humans and angels, and the territory you take includes souls (if your playing as a demon or an angel, for humans make it money or something human-ish that would also allow for power and upgrades etc) and the star system works on humans coming after you, then angels/demons, then famous characters other than the man, and 5 star spawn himself comes at you. and rather than arkham, have go back to hell if you're a demon, heavan if your an angel, and maybe limbo if you're a human? and likewise to what OP says, getting "killed" by anyone but spawn just means you lose "points" (if your an angel/demon you need to use up souls to restore your form, if a human, hospital bills/bail money) but if spawn kills you you need to get out of your respective afterlife via different methods. and have each faction have a big boss you serve but with enough influence can possibly usurp for leadership, ie for hell have malborgia, heavan have god, and maybe the human struck a deal with the grim reaper, who would surely be neutral to heaven and hell, but keen for more souls to reap, hence why the human goes to limbo rather than heavan or hell. i dunno im just spitballing here, inspired by OP's rather splendid idea.

Jack Marston, after being caught robbing banks by the police, is given an ultimatum: he can serve overseas in WWI or go to jail, and naturally he chooses to go to war. He is put in the battle of the Argonne Forest and as he goes home he has to reconcile the tings he saw with the person he as become, which may lead to a life of even more crime.   
 Also because WWI is so interesting, there could be a side subplot of a young Australian ruffian like him that is sent to Gallipoli and is wasted by the Turks. I dunno.

I considered something along this line, but with superheroes and villians. Full open world like GTA, you can drive cars, play tennis, fly planes, etc. You start out with whatever superpower you choose, and as you level up you choose whether to join the heroes (which would be represented by a justice league type organization), the villains (same deal but a criminal organization), or go rogue (in which case you can do good or bad whenever you want, but you don't have the resources or support provided by joining a faction). You would start out with low-level powers, then increase strength as you level up, eventually being able to fight the big time heroes/villians head on. Your path would ultimately affect the outcome of the story, whether you save the city with the heroes or become the leader of the villains, etc...

Characters would be fully customized, you could edit features and design costumes, or even choose to not have a costume. Ideally the choice of superpowers would cover the whole spectrum, from lighting powers to shape shifting to super strength and beyond. It might also make sense to allow more than one power since certain powers go together well. You wouldn't be restricted to just using your powers though, you could use weapons and vehicles just like anyone else.

In addition there would be plenty of stranger events with more than one outcome, you could steal an old lady's purse or alternately help her get her cat out of a tree. There could be bigger events as well, like a random supervillian starts a rampage and you can choose to stop them, help them, or just ignore it. You'll earn or lose honor and fame points depending on your choice like in Red Dead Redemption. The more powerful and famous you become, the more attention (and trouble) you will get from the heroes/villains/police/military depending on your actions and affiliations.

Too much money, Rockstar would have to pay for the rights to use DC characters plus the over the top budget based on the map. You people tend to forget that video games are a business and that profits must exceed expenses. This isn't something just to make you happy for a game, people depend on this **** for their paychecks. This isn't cost effective, so I doubt it would happen. And no, before anyone argues, no one but Rockstar would be able to make a game of this caliber because there is no one else with their level of expertise on open world crime games.
