My Japanese professor has said on multiple occasions that it's basically socially unacceptable to flat out say no to someone, hence the term
ちょっと or 'chotto'
An example would be someone asking you "Do you want to go on a date?"
Then you respond using ちょっと, which in this scenario would directly translate to something a long the lines of "That's not very convenient for me"
