This is unfortunately a bit common with the Ukrainian government.
Moustache guy Oleh Barna had been collecting signatures for a draft resolution of no confidence in the government. This would result in the resignation of the current prime minister Arseniy Yatsenyuk Receiver of flowers who has been losing support recently due to his governments new economic measures. He previously stated that he "Wouldn't cling to his chair." And would resign if there was a successful 'no confidence' vote.
For some reason related to that, Barna felt somehow compelled to get an early start by removing Yatsenyuk there and then, for what he believes to be the good of Ukraine. He has been removed from president Petro Poroshenko's party (which he was previously a part of) following this event.
The short of it is that the old Ukrainian government was fairly corrupt and wasn't great financially. Since the replacement of President Viktor Yanukovych (who is now on the international 'wanted' list for the rioter deaths) the new Prime Minister Arseniy Yatsenyuk announced plans to cut way back on things like welfare payments and has been in discussions with the International Monetary Funds since last year. In order to get loans and help from the IMF drastic changes have been made and are soon to be made to help convince them to aid in Ukraine's economic reform. This also include possible loands and aid from the EU and U.S.
