It's just one of those things man, where one word refers to a group of individuals that'd be considered offensive, but to another group it isn't a big deal because it has no meaning. Allow me to explain;
It's considered offensive to call an actual retarded person a retard, call an ordinary person a retard and it's up to them whether they take offense or not, but shouldn't take it personally because they're not actually a retard.
It's considered offensive to call a fat person fat, but if you call some skinny guy eating a plate full of burgers and chips then they'd be called fat, but they shouldn't find it offensive because obviously they're not fat in the literal sense.

Otherwise you're saying that literally everybody in the bottom 50% is retarded, and that's not how it works. Medically, the definition is generally considered to be an IQ of 70 or below. Retardation does not at all include physical development. The term SPECIFICALLY refers to mental development, and IS strictly defined in APA guidelines.

Well then you should probably know that "retarded" and "special needs" aren't the same thing. Retarded is a class of extremely low IQ and the "special needs" have a mental disorder. Though often the 2 overlap, not every special needs child is retarded and not every person who is retarded has a mental disorder.
