I always took Dratini's height to mean it's full, stretched out length.

That's how snake-like Pokémon are supposed to be measured. Otherwise, Arbok's 3,5 m length would be ridiculous.

1. But these are 10 and twelve year olds, so put them at about 4 feet some odd inches, so sizes are off.
2. In answer to why horse pokemon are so small. (Insert my little pony joke here.)

But in the games, you are 10 to 12 years old. Red would not be 5 foot 10 inches.

it's on purpose. He's drawn as an object of reference to show how big the pokemon would be in real life

So Pokemon are even smaller?

no larger than they appear. The artist just drew red, a ten year old boy taller than a full grown man. Red must be suffering from some freaky case of Marphanes.

Ash is 10. He should be about 4ft (ish) so this kinda makes sense...

... Not remotely. The main show follows a completely different protagonist in adventures that have little-to-nothing to do with the games and the new show follows the manga, which only followed Red and Blue (the rest of the games have been following the manga, not the other way around)

It's even funnier because the sizes are compared to a young teenage boy too, so the pokemon are even smaller...
