I don't see how that has anything to do with binary ._. It's just a number.

Maybe it's a byte, but that would be 256 levels not 255.( 0-255 = 256 total )

255 is decimal for 11111111 (8 bits), 256 would be 100000000 (9 bits)
Games were coded up to 8 bits of code at a time, so after passing the 8th bit, he would start to read the 9th, that would be a combination of any other codes in order to reach a desired number.
Also, this is why it's called 8 bit games, 'cause it could only read 8 bits at a time.
I learned this 5 years ago, some information might be wrong.

They would call it "level 1", but it would be the level at index 0 as in 00000000, which would make 256 levels. The last level would be at index 255 as in 11111111.
