If the Soviet Union shared your opinion, they would have attacked.
The whole reason why neither group did was that they both believed the other was more powerful.
Not to mention that, for all extents and purposes, America was the one who was a step ahead, given that they not only developed the first atomic bombs but had far more precise and accurate (not to mention stable) ones. The only thing the Soviet's were superior in was sheer power and destructive levels, and they only WERE more powerful because the guidance system was so ****** .

the soviet would not have attacked even if they believed they were ahead. US had the first atomic bombs, and at the time they had enough to vaporize eachother, neither of them wanted to.
Why the **** would the Soviet Union risk massive nuclear destruction everywhere?
They both did it to defend themselves, making the opponent thinking it wasn't worth it to attack them. And it worked.

The actual destructive power of a nuclear bomb is far less devastating than you seem to believe. All the atomic bombs in the U.S now couldn't even wipe out 2/10's of China, let alone vaporize Russia, and Russia was the same in turn.
