Actually the content is wrong.
It says 1,200 coins were used.
The fine was $60 dollars
1,200 nickles is $60
So either no dimes were used, the fine was more than $60, or more than 1,200 coins were used.

If he got it in nickles AND dimes, it would add up to more than $60
The content also says that the fine was $60.
Since 1,200 nickles is $60, any dimes replacing nickles would increase the amount, thus running it above $60
