In case nobody gets it.

The CIA takes a massive amount of resources when they operate and generally never end with the outcome desired

The FBI usually gets the job done, but somebody always ends up dead.

The KGB would employ underhanded tactics, such as turning an innocent person into a criminal so they can look good when they "catch" them.
