in some states a minor can be charged as a an adult if the crime is heinous enough, also DC doesn't have the death penalty, even though the sniper was processed in the virginian system, I believe the connection to it was enough for the plea bargain to happen the way it did. SC has the death penalty however, and this kid has nothing to bargain for.
