The reason its geting popularity is because of public making fun of it being that its really just something thats been around for years called a Taco in a Bag.

Every kind of chips is fairly common to find in mexico as a snack, this are Tostitos, we usually eat them with sour cream, liquid cheese, any kind of salsa(spicy), optional toppings could be corn, jalapeño bits, chilly, onion, tomato, lemon.

Seeing that Target is a Minnesota based company, it makes sense. In Minnesota, that's called a "walking taco," here in Iowa we call them "taco in a bag."
Hell they used to serve them for school lunch; still serve them at the concession stands for high school sports.
Now I want a taco in a bag.....
