So you're telling me, that a person who is taller, who has a proportionally larger body (thicker bones, larger mass, etc.) isn't statistically larger everywhere on average?
I find this difficult to believe, for a variety of reasons, mostly biological. Sure there are varying factors, like hip size and the like, and no two genitalia are the same, but certainly the size of the body plays somewhat of a role?

Not as much as you might think
Keep in mind that that part of the body is meant to do the same thing, regardless of the person's size.
A small women is still biologically designed to hold and give birth to an 8lb+ baby
So is a tall one. So the stuff down there isn't going to vary much in size since it's still for the same function.
As far as penis size goes, I suppose the same reasoning could apply. Biologically there's no reason for it to be bigger, so over time it never developed to be bigger.
If body size played as much of a role on the size down there, people like shaquille o'neal would have a foot and half dick
