The disc just does the same thing the drum does. It has protrusions that pluck the pins. Everything else is the exact same.

Goddamn, That's the first time i've had someone explain a governor to me.
I've asked so many science teachers during school, engineering workers and all that jazz. Some random FJ video answers my decade old question.

Yep. Just limits the speed of a machine. Ever seen an old-timey engine that had a thing spinning two metal balls around? That's a governor.

That's the problem, I love steam engines, and You have no idea how many people i've played with a steam engine they've owned couldn't quite answer how the governor worked.
Always something along the lines of, Well, it spins until it can't spin no faster. Once it spins as fast as it can the engine goes no faster.
I mean, It's a correct answer but not what i was after!
