This is the gashodokuro. In Japanese folklore, people who died of starvation came back as giant unkillable skeletons that would bite the heads off of the living in a futile attempt to satisfy the insatiable hunger of their nonexistent stomachs. The gashodokuro's presence was signified by a shrill ringing in your ears.

It's almost like a true professional abridge. If I recall the story behind it, it was a dub that was planned, but the series flopped, so they scratched it, threw everything out, and went full comedy with over the top scripts.
