They cite a bunch of old documents and outdated laws, I think she cited the articles of confederation at one point, in order to claim that they may occupy US owned lands and have the rights of a born or naturalized citizen without being subject to any of the laws.
Well basically they consider themselves not citizens of the US, but "People of the world", therefore US law doesn't abide to them. But of course they still want all the benefits of US law, like driving on taxpaid streets and all that stuff
