the "Cold War" was supposed to have officially ended around the time of the fall of the berlin wall and the breakup of the USSR, but alot of the same spying and military posturing (without open warfare) during that time has been continued mainly between the US and Russia but also their allies on both sides, so in a way it never really ended, it just shifted focus from afew small parts of the world over to a much broader wargame.
the two sides in the war have never really stopped their ColdWar activities, they only agreed to tone things down abit. (as far as i can tell here in the US)
if the ColdWar was really over, i would imagine that the US and Russia would stop testing eachothers detection and defence capabilities without the other sides permission and begin to cooperate with each other instead.
I really wouldn't mind moving to Russia. Not that it's a great place or anything, just that I'd like to live in the political/social manifestation of MAD magazine.
