Couple different ways, but the most immediate one I could show you is through FJ's very own image editor -
Open the image editor through the main options at the top of FJ, or through one of the options when you go to make a comment. Select text, and write whatever you want (the font is traditionally Impact, but you could theoretically use any font that has wide enough lettering). Hit enter, and right click the "layer" that reflects the text you've written (pictured), and select "LAyer style" from the dropdown menu. You'll want to check the box of "outer glow" and adjust it to have a black "glow" and adjust the hardness so it forms its own outline.

There's probably easier ways to do this via photoshop, but this is the most general way to do it without going to an outside website like Memecenter.

Two ways; you can go straight to it by clicking the Upload button on the top right corner, selecting picture, and you'll go to a window that will allow you to press a button to access the editor. Alternatively, you could just simply click to make a new comment, and you'll find the same button in one of the four selections underneath "Drag and drop file here to upload"
