I might be wrong but wouldn't this be not for warming the water but melting ice which would form in the pipe if it was a very cold country.

I don't understand. The majority of these have cheap fixes. Even that shower head replacement you can find a basic showerhead for less than a single beer or a half decent one for the price of two. That truck is a feat of engineering if that person wasn't already a mechanic though.
