FYI it hasn't been banned, you just needed a permission to buy it
Every historian or history teacher was able to get one for educational purposes without any difficulties
We once took a look at it in class, but unless you're a person that likes to circlejerk about how Hitler was capable of doing anything except being charismatic you're gonna find it boring

I think Germany would only allow sales to the general public so long as annotations were included.
