i thought the same before i googled it and found it on the news.   
   
what struck me the hardest was that it was presumably suicide. he deserved to go in a better way.   
   
it might be inappropriate to say but i really want to know what his last words/thoughts where. one like him is bound to have had something worthwhile to say at the end

you use it to make fun of somebody not realizing someone on the internet is lying, not when they realize that they aren't lying.

it's actually the opposite of the right usage.

The picture itself implies that somebody is lying, but the person who it was directed thought they were lying yet they weren't.
In short, the picture was used wrong but **** it, this time we aren't lying on something so serious.
So that's why I though it was apropiate.
