CatScratch! This may not have been in the 90's, but was still enjoyable to watch with awesome characters like Mr. Blik, Waffles, and Gordon!
Original air-time was in 2007 and went on for only 20 episodes.
The story was based around 3 cat brothers, the mean and snobby Mr. Blik, the loveable (and kind of retarded) Waffles, and the stereotypical Scottish Gordon. Their wealthy owner died recently leaving everything she ever had to them, including a Butler, monster truck, and a mansion that was in the neighborhood of a young girl named Kimberly, whom Gordon was in love with. Together they went on with their daily lives and often fought with their enemies and counter parts, the chumpy chump brothers.
This is ChalkZone! This series was just shy of the 90's mark and inspired kids everywhere to get into art.
Original show aired in 2002 and the revival was in 2008, overall the show had 40 episodes.
It centered around a 10 year old boy named Rudy Tabootie who was often bullied for liking to draw. Soon he discovers lightning chalk that allows him to enter the "ChalkZone" a place where everything that was ever drawn by chalk has come to life. He quickly becomes best friends with a blue human-ish drawing named Snap, together they go on amazing adventures!
Doug is an actual 90's cartoon and was one of the first!
It originally aired in 1991 and went on for 7 seasons, totalling 117 episodes.
The main character, Doug Funnie, is 11 years old and just moved from Bloatsburg to Bluffington. He keeps a journal and records his daily interactions with the other kids in the new town. Going to his new school, he meets his friend Mosquito "Skeeter" Valentine, his bully Roger Klotz, and his crush Patricia "Patty" Mayonnaise.
Revisiting it now, I never really realized that Doug was only in the 6th grade, it was a great show that mixed comedy into all of our boring average lives.

The show that brought you both nightmares and giggles, the beasts who were released before Monsters Inc, it's "Aaahh Real Monsters"!
Also a real OG 90's cartoon, this show had its first episode in 1994. For its brilliance, it's a shame it only has 52 episodes, ending in 1997.
Categorized as "Horror-Comedy", the show followed the lives of three monsters, Ickis, Krumm, and Oblina. These three monsters often go to a school to be taught how to scare children. Living in a landfill in New York City, it's all about their daily adventures.
Last, but not least, Spider and Fly! I know it's not really a cartoon, but I thought I'd share it since it took place in the 90's in between our cartoons.
In case you thought it was repeating, the video has 3 of the 1 minute animations in it. These were first released in 1998 and were played during commercial breaks. Re-runs of it are still on air in South Africa and parts of Asia.
The plot, was very similar to that of Tom and Jerry or Wile E. Coyote and the Road Runner. The spider would often always try to capture and eat the fly, but his antics would always fail. An added bonus is the theme song will stick with you for years on years.
