Please elaborate; I had assumed that the comment was making fun of any who thought he was a bad person by showing him embracing a cute animal, as to paint him as a good person. Though it seems you have a different view on the comment, as your own comment dictates, which I'd hope you explain to me.

The joke, or point, in this case, was that Putin is not a bad guy. He doesn't kill the gays, he just asks them to no go flaunting it around. Hitler, however, killed people.
The image with Putin was to show that he's a nice guy, always with a smile. Because he's trying to be nice to people. And all he gets in return is hatred by us assholes in North America. In other words, You're gay? Fine. Stop shoving it down our throats, asshole. The only consequences towards gays are only there when they mention they are homosexual. They can choose to neither confirm nor deny their sexuality and have no consequences. Putin is simply doing something good, too sudden.

I'm sure all the lgbt people in Russia who have been kidnapped and tortured should have just stayed in the closet and not tried to have a relationship. I mean why should they have the right to be proud and open about who they are without fear of being beaten or even killed. Sarcasm

Yes, whilst it certainly it isn't some dystopian regime against homosexuals, the Russian government isn't too chummy with homos.
Laws against gay pride parades are pretty bad, as even though I'm not too happy with gays running about the streets, paradoxically trying to explain they're normal people too, whilst they dress up in flamboyant outfits and dance about, it's still a violation against free speech.
Another issue is that it's illegal to show anything pro-gay to minors, lest it corrupt their feeble, malleable little minds into thinking it's okay to be gay.
There have also been appalling hate crimes against gays since the anti-gay propaganda law has been enacted, and to say this has no correlation would be an incredulous claim.
The government is also directly mistreating gays, reports of gay rights activists being arrested have spread about, and the government doesn't give same-sex couples the same legal protection as their traditional counterparts. To say that Putin is only trying to keep gays from pestering people with their sexual orientation is a gross misjudgment of the situation.
