lots of 3 persons/250kg max elevators where I live, not only older but rather new aswell where they are meant to just trasport a few people at a time.
once there was a fuzz over it and the city played it of like "if you exceed the 250kg max by yourself the fault lies in you, not the elevator. (ofcourse in a nicer way but that was pretty much their way of saying "dont like it, then walk, you could use it you fat **** )
