That doesn't mean that their body can't produce the saliva necessary to moisten the tongue. I feel like Harland may have found himself in a similar situation with the radiation. Hell, maybe he was a smoker as well. I think most people in the fallout universe are or were at some point. Seems fitting given that it's meant to be like the 50's, before people knew about how unhealthy it was.

Otherwise you wouldn't see as many smokers Post-War. They'd all have died from Lung Cancer due to background radiation and heavy smoking.
