For those who want to know. It's because it coats the inside of your stomach and pretty much negates the chemicals in the cleaning product.

Milk is a base and has other qualities in it that acts as a buffer to keep the overall ph level in balance to ensure that the person can survive long enough to get their stomach pumped with minimal damage.
