Tricky question. Tricky answer. In the first book, Redwall, it was insinuated that the mice were to-scale, and that there were humans with their own society who never noticed the critters. Later books phased that out so that the rodents were more or less human-sized, birds weren't quite so big in comparison, etc etc.

That's what I've noticed...

In Redwall, I remember a scene where a character walks by or onto a horse, or maybe the baddies are stowing away in the horse's load. That would insinuate a human driver, especially considering the fact that the horse's load would have to be human sized in order to fit a whole rat-army.
