The difficulty has nothing to do with Stimpak effectiveness. The Medic perk increases the speed and effectiveness.

I play on normal. I suppose I would have to try Very Hard to see the difference that you are referring to. My issue is that in the video, it is healing at the rate of my typical healing. I only have one point in that perk, so at a higher difficulty with more points in it, it should run around the same speed.
I'm just trying to not jump to the conclusion that it looks different so it is obviously on easy mode.
